Russia plans to allocate 116 billion rubles to create a low-orbit satellite constellation for global Internet access in 2025–2030. The project is being developed by «Bureau 1440», which aims to create an analogue of SpaceX's Starlink system. The total cost of the project will be about 445 billion rubles, of which 329 billion rubles are expected to be attracted from extra-budgetary sources.
The project involves launching 383 satellites into orbit and will become part of the national program «Data Economy». The main goal is to provide Internet access in remote areas of Russia and on important transport routes, such as the Northern Sea Route and railway tracks.
Experts consider the project realistic in terms of timing and technology, but note that its successful completion will require significant funding. Satellite communications will help solve communication problems in remote locations, as well as support the development of logistics technologies and cargo transportation.
Analysts note that difficulties may arise due to the need to create ground infrastructure around the world, which may lead to higher project costs. Possible state participation in financing is also being discussed, especially for the needs of law enforcement agencies.
