The bill concerning test settlements in cryptocurrency under the control of the Bank of Russia was adopted by the State Duma in the second reading on July 30, 2024.
The document allows the Bank of Russia to start experiments from September 1 to create a platform for using cryptocurrencies in international settlements, organizing cryptocurrency exchange trading, and creating an operator for settlements in digital currencies within the National Payment System. The bill was introduced at the end of 2022 and has since been undergoing the approval process.
In Russia, there are special legal regimes (EPR) for digital innovations, allowing projects to be removed from the scope of federal laws. The current ban on the use of digital currency for settlements will be partially relaxed within the framework of the EPR. The Bank of Russia will act as the authorized body for EPR issues in the financial market, including the use of digital currency as a currency value and as a means of payment in international trade.
In the process of preparing for the second reading, amendments were made expanding the scope of the experiment. The Bank of Russia will be able to approve the EPR program for conducting organized trading in digital currency, establish the procedure for admitting currency to trading, and requirements for trading organizers. The bill also provides for the creation of an electronic platform for operations with digital currencies based on the National Payment System, with the definition of the platform's operating rules, operator, and users.
