The head of the Russian government, Mikhail Mishustin, instructed the Ministry of Digital Development to develop measures to identify unreliable data by March 19, 2024. This concerns the identification of content generated by neural networks. Experts in the artificial intelligence market believe that it has long needed regulation due to the growing number of fakes.
According to ANO "Dialogue of the Motherland", 4,000 fakes and 12,000 cases of their replication were identified on the Russian Internet in 2023. Experts believe that their number will increase to 4,500 this year, and the rate of fake news dissemination will also increase.
Lawyer Sofia Zalutskaya stated that due to the use of neural networks, there are now many violations related to copyright. At the same time, it is not yet clear how legislation in this area will develop.
The regulation of deepfakes requires the creation of a serious array of mandatory norms. In China, for example, they decided to introduce strict restrictions
State Duma Deputy Alexander Khinshtein sees a big problem in deepfakes. He emphasized that cybercriminals have begun to use the capabilities of artificial intelligence. They generate not only the image, but also the voice of the user.
However, as Khinshtein notes, labeling generated content will require the introduction of many new terms into legislation, including "deepfake" and "neural network". This is a lot of work, the parliamentarian summarized.
Earlier, the Moscow authorities began searching for a developer of the neural network "PROsobytie", which will track the unusual behavior of drivers on the roads of the capital.
