The PD-14 engine has already been certified and will become the basis for the MS-21, but large-scale production of power plants still needs to reach the required pace. Honored Pilot of the USSR Oleg Smirnov explained to “Pervy Tekhnichesky” what problem aircraft production might face.

He linked the key issue not with the engine design itself, but with the need to bring production to the required volumes. He named financing as one of the key factors.
According to its certificate and performance indicators, the PD-14 is an absolutely new class of engine that is not inferior to foreign ones.
According to him, the aviation industry must harmoniously develop the entire line of domestic power plants. This includes the PD-8 for the SJ-100, the PD-14 for the MS-21, and the more powerful PD-35.
[Head of ODK] Inozemtsev – he is great, he is of the old guard, old school. But now the serial production of the PD-14 has somewhat slowed down. I think that with appropriate political will and ignoring the opinion that ‘the West will help us,’ this line of three engines will be implemented.
Head of the Ministry of Industry and Trade Anton Alikhanov declared back in 2025 that the MS-21 would reach a production rate of 36 aircraft per year. However, in the future, these volumes are planned to be doubled, considering the intention to enter the export market.
Currently, the Irkutsk Aviation Plant assembles one aircraft in approximately 11–12 months.
