Rosprirodnadzor demanded that PAO "Yaroslavl Shipyard" (YSZ) voluntarily compensate more than 651 million rubles for damages caused by the sunken sea tugboat "Kapitan Ushakov" of project 23470. The agency made financial claims against the enterprise.

Rosprirodnadzor calculated the amount of damage for the sunken tugboat based on the vessel's tonnage and the characteristics of the water body. If the Yaroslavl enterprise does not pay the money voluntarily, the agency will go to court.

On August 8, 2025, "Kapitan Ushakov" listed at the pier and partially sank. Initially, the damage was estimated at only 1 million rubles.

Yaroslavl Shipyard is among the strategic enterprises. The enterprise builds patrol boats on an air cavity of project 21820 "Dugong", as well as trawlers of project 10006. At the end of last year, the enterprise incurred losses of almost 500 million rubles.
