Electronics manufacturers are demanding increased oversight of government procurement to improve product quality and prevent procurement fraud. The Association of Developers and Manufacturers of Electronics (ARPE) has appealed to the Ministry of Industry and Trade with a proposal to check all major purchases for compliance with registry standards and require reports on the procurement of domestic components.
The letter, sent on August 19, 2025, emphasizes that the term for conducting an examination by the Chamber of Commerce and Industry can take from one to six months, which entails significant financial and managerial costs. However, these investments may be in vain due to imperfect control at the stage of concluding contracts and deliveries, when products often do not meet the stated parameters.
ARPE proposes to strengthen control over compliance with state requirements for component composition and localization of technological operations, as well as to amend Government Decree No. 719 of July 17, 2015 "On confirming the production of Russian industrial products." The association also insists on the need to provide reports on the procurement of domestic components in the framework of government procurement under 44-FZ and 223-FZ.
It is proposed to approve a procedure for selective verification of the compliance of the component composition of the delivered equipment with the structure of the point assessment indicated in the register. ARPE believes that such checks should be carried out for large purchases, and for small and medium-sized ones - at the initiative of the losing party or the component manufacturer. According to the association, this will ensure control over the volume of production of registry products and reduce the burden on bona fide domestic manufacturers, minimizing cases of fraud in deliveries under government contracts.
