State Duma to Supplement Draft Law on Combating Fraud with New Biometrics Rules

The new approach involves quarterly payments for a data package, balancing security and costs

The draft law on creating systems to counter fraud, which is being prepared for consideration in the State Duma, may be supplemented with the possibility of using a "vector model" for working with biometrics.

This model involves a one-time purchase of the necessary amount of data, rather than paying for each access to the Unified Biometric System (UBS), which makes it more profitable for some companies. For example, banks support this model because it reduces authentication costs. However, marketplaces believe that using biometrics in this format will be too expensive.

The vector model involves the transfer of a "package of biometric vectors" for a certain period (for example, for a year). The cost of a package of 1 million vectors per year is estimated at 2.7 million rubles. Unlike the "transactional model," where each access to the system requires a separate fee, this model allows you to pay for a data package, which is beneficial for companies conducting a large number of transactions. At the same time, such expenses may be excessive for marketplaces.

Currently, the Center for Biometric Technologies is completing work on a new tariff model. It is planned that companies will pay for the received vectors at the end of the quarter. The new approach should ensure a balance between user security and the economic interests of business.

Banks such as Sberbank and VTB are already using vector biometric authentication systems, noting their efficiency and cost reduction. However, for many marketplaces, additional investments in technological infrastructure will be expensive and not always justified.
