SIM cards can be transferred not only to close relatives, but also to strangers, if this information is pre-specified on "Gosuslugi". The government submitted a bill providing for such a requirement to the State Duma on February 15.
The initiative aims to combat the illegal trafficking of SIM cards, which are often used by fraudsters.
According to Denis Kuskov, CEO of Telecom Daily, telecom operators will be required to request data from relatives or third parties when registering a SIM card if it is not registered to the owner. However, close relatives will still be able to receive a SIM card without prior notification through "Gosuslugi".
These changes are contained in the draft federal law "On the creation of state information systems (GIS) to counter offenses committed using information and telecommunication technologies".
The restrictions will help reduce the trafficking of illegal SIM cards. According to Roskomnadzor, from November 2023 to September 2024, 93.9 million cases of unreliable information about subscribers were identified. Operators corrected 85.7 million records, and another 6.2 million SIM cards were blocked due to violations.
