The Russian government is preparing a package of amendments to dozens of laws and regulations aimed at combating telephone and internet fraudsters. The document is recognized as the most extensive in recent years.
According to the proposed innovations, government bodies, credit institutions, and telecom operators will be prohibited from using foreign messengers for official communication and communication with citizens. The list of such messengers will be compiled by Roskomnadzor. Employees will be able to use Russian services only after confirming their identity through the Unified Identification and Authentication System.
Owners of marketplaces and aggregators with an audience of more than 200,000 users will be required to conduct identification through the EIAS for those placing advertisements for the sale of goods and services.
It is proposed to introduce mandatory labeling of calls from organizations, from international numbers, and calls initiated from virtual PBXs, so that the phone screen displays information allowing the user to understand whether a bank employee or a fraudster is calling. Subscribers of mobile operators will have the opportunity to opt out of advertising and spam mailings and calls. A ban is planned on the import, sale, purchase, storage, and use of subscriber terminals of foreign satellite systems whose activities are restricted in Russia or within the EAEU.
Among the additional measures are mandatory biometric identification for issuing statements from credit history bureaus and remote processing of microloans, as well as the ability to set a ban on concluding contracts for the provision of cellular communication services without personal presence online through "Gosuslugi". Banks, telecom operators, marketplaces, and social networks will be required to provide users with the ability to authorize through the biometric system on a voluntary basis.
The package of amendments will be submitted to the government commission on legislative activity in the near future. Its implementation is expected in 2025–2026.
