FAS Prepares Amendments to Technical Inspection Fee Calculation Methodology: Tariffs to Increase by 50%

New Amendments to the Tax Code Will Lead to VAT Inclusion in the Cost of Technical Inspection

The FAS has prepared a draft amendment to the departmental order regulating the methodology for calculating the fee for conducting technical inspections of vehicles.

The new methodology reflects amendments to the Tax Code, introduced on October 1, 2024, which mean that the technical inspection service is no longer exempt from VAT. Technical inspection operators are now required to include the tax in the cost of services, which will significantly increase the minimum tariffs from 2026.

According to the draft, the minimum tariff for a passenger car will increase from 913 to 1.5 thousand rubles, for minibuses (category M2) — from 1.56 thousand to 2.57 thousand rubles, and for trucks weighing more than 12 tons (category N3) — from 1.96 thousand to 3.23 thousand rubles. Tariffs are revised taking into account annual indexation.

The changes are related to the need to prepare the regulatory framework for the new tax regulation. After discussions with stakeholders, the benefits for technical inspection operators were deemed ineffective, and now the tax is included in the tariff.

While the old version of the order is in effect, regions continue to index tariffs. From January 1, 2025, the cost of technical inspection for passenger cars increased by 7.3–7.5% depending on the subject. In most regions, the current price is about 1097–1098 rubles, which means that the new tariffs will increase the cost of the service by almost 50%.
