Traffic rules on the Moscow High-Speed Diameter to change from February 15, 2025

In February 2025, new tariffs will be introduced on the Moscow High-Speed Diameter during morning and evening hours

From February 15, 2025, new rules for traveling on the Moscow High-Speed Diameter (MSD) will come into force. They will apply to morning and evening hours. Most of the day, travel will remain free, but during peak hours, the cost of travel will vary from 5 to 45 rubles, depending on the length of the route. This decision aims to reduce traffic congestion and improve travel time between districts of Moscow and federal highways.

The changes will only affect weekdays during the hours from 07:00 to 11:00 and from 16:00 to 20:00, when the greatest load is expected. At other times, the rules will remain the same, and travel will be free. Also, the conditions of travel on weekends and holidays will not change.

From February 15, the MSD will be divided into nine sections, the cost of travel on each of which will be 5 rubles. This is significantly lower than the fee for transit vehicles, which have been paying 950 rubles per day since 2023. It is expected that the changes will affect only 0.4% of all motorists in Moscow, which is about 30-40 thousand unique users per day.

Thus, travel on any section of the Moscow High-Speed Diameter will be considered paid only if the car entered and exited the section during the established paid time. If the car entered the MSD at 06:55 and exited it at 07:30, or if it entered at 10:55 and exited at 11:30, then the travel will be free.

Note that travel on the MSD will remain free for municipal vehicles, public transport, school buses, taxis licensed in Moscow and the Moscow region, and emergency vehicles.
