RKN also proposed identifying users' devices by IP addresses

Roskomnadzor (RKN) has proposed a new procedure under which telecom operators will transmit information allowing the identification of communication devices and user equipment by IP addresses.

This is necessary to find traffic associated with access to prohibited sites and block it using special technical means (TSPU). Operators will have to provide data on network addresses and changes in this information. It is expected that this will help to more accurately filter traffic and prevent circumvention of blockages.

Vedomosti suggests that with this data, Roskomnadzor will be able to identify users visiting blocked sites.

Operators are required to provide such information within 15 working days after connecting a new user or operator.

RKN previously developed rules that will allow slowing down the operation of services at the request of the Prosecutor General's Office through TSPU or through special instructions to telecom operators.

By 2035, Roskomnadzor plans to create a system in Russia to protect the routing of IP addresses. This will be done using the RPKI protocol, which prevents the interception of IP address routes and improves security. In Europe, the regulator RIPE NCC is responsible for this, and it is planned to create a similar infrastructure in the Russian Federation.
