The Roscosmos State Corporation will have the right to collect information about all spacecraft launched by Russian companies in Russia and abroad. The State Duma has already adopted the corresponding bill in the first reading in order to bring order to space. Currently, the Register of Space Objects of Russia includes 172 devices, but in practice there are many more.
The law will allow the state to possess up-to-date information on all technical and functional characteristics of space objects for solving scientific and socio-economic problems, as well as tasks in the field of defense and security of the country.
A complete list of information about space objects, including their functional characteristics and technical condition, the procedure and timing for providing information after the law comes into force will be specified in a separate order of the state corporation.
However, Roscosmos has already revealed that all owners of space satellites will have to report:
- наименование космической системы, комплекса и запущенного аппарата;
- информацию о разработчике и изготовителе;
- краткие характеристики (масса, габариты);
- принадлежность спутника по типу (социально-экономического, научного или коммерческого назначения);
- назначение спутника (дистанционное зондирование Земли, метеорологический или телекоммуникационный);
- гарантийный срок активного существования спутника;
- состав бортовой аппаратуры, параметры орбиты, дату и планируемое время вхождения в связь;
- контакты центра управления полётом аппаратом для уточнения информации в ходе его эксплуатации.
In addition, during the operation of the satellite, the owner will have to periodically report on the location and range of operating frequencies of the device and ground stations for receiving and processing information. The area of the territory photographed by the satellite, the amount of data transmitted to consumers, the list of consumers and the amount of data transmitted to the state corporation will also be accountable.
After the completion of the satellite's operation, its owner will be obliged to provide information on the termination of the intended use of the spacecraft and its withdrawal from the orbital group. In the future, the satellite owner may also become responsible for its disposal.
