Federation Council Approves Law on Public-Private Partnership in Space

The bill provides mechanisms for concluding concession agreements and public-private partnership agreements in the field of space activities.

This means that "Roscosmos" is authorized as the grantor/public partner in public-private partnership agreements. The objects of such agreements can be both ground-based immovable space infrastructure and technologically related space objects, including spacecraft.

Roscosmos hopes that "the adoption of the law will attract private investment in the space industry and will contribute to the deployment and increase of the orbital constellation of spacecraft, as well as the development of ground-based space infrastructure".

Earlier, the head of the space agency, Yuri Borisov, repeatedly stated the need to form a market for space services, which will allow businesses to participate in satellite construction and the organization of satellite constellation launches. According to him, it is impossible to manage the development of the Russian orbital constellation solely with state resources. And by 2030, private companies will most likely help launch about 600 satellites, which is about 40% of the planned volume of the orbital constellation.

However, Borisov also said in an interview with PRO Kosmos magazine in early 2024 that even with the emergence of a market for space services, private companies will need state support.

We held a meeting with private companies at the end of last year, listened to all their needs. It is necessary to take into account that in the current real financial and economic situation in the country, at the start-up stage, these private companies will need help from the state. Because they will be forced to attract either their own or borrowed funds to implement their projects. Without subsidizing interest rates, perhaps without additional benefits, concessions in terms of reducing taxation, they cannot do without it.

The head of Roscosmos emphasized then that, for example, Elon Musk with his projects for satellite construction and space exploration is firmly on his feet largely thanks to solid Pentagon contracts.
