Companies from eight of Russia's partner countries—India, Kazakhstan, China, Serbia, Singapore, Thailand, Turkey, and Sri Lanka—have been included in the EU's thirteenth package of sanctions.
They are included among the organizations for which "stricter export restrictions are being introduced on dual-use goods and technologies, as well as goods and technologies that could contribute to the technological improvement of Russia's defense and security sector".
The sanctioned foreign companies include, in particular, enterprises related to electronics, microchips, and other goods necessary for the development of the military-industrial complex. According to open sources, they are engaged in:
- Indian Si2 Microsystems Pvt. Ltd. — development and assembly of integrated circuits for the commercial, military, and space sectors.
- TOO Elem Group from Kazakhstan — wholesale trade in electronic and telecommunications equipment and their parts.
- Hong Kong-based RG Solutions Limited and Guangzhou Ausay Technology Co Limited, Shenzhen Biguang Trading Co. Ltd, and Yilufa Electronics Ltd from China — distribution and production of electronics.
- Serbian Conex Doo Beograd-Stari Grad — consulting and other services.
- Singapore-based Deflog Technologies — wholesale trade in optical equipment and consumables.
- Thai IT Hardware Co., Ltd from Thailand — information technology;
- YILDIZ ÇİP TEKNOLOJİ ELEKTRONİK ELEKTRİK BİLGİSAYAR MALZEMELERİ TİC. SAN. LTD. ŞTİ from Turkey - trade in electronics and its components;
- Euro Asia Cargo (Private) Ltd. from Sri Lanka — cargo clearance and services in Sri Lanka and the Maldives.
The EU press service also noted that "components for the development and production of unmanned aerial vehicles"—for example, power transformers, static converters, and inductors—have now been added to the list of goods prohibited for export to Russia. A number of restrictions are also being introduced on the export of goods "contributing to the strengthening of Russia's industrial potential." In particular, these are the same electrical transformers.
Earlier, the US Treasury Department also published its new sanctions list for 2024. More than sixty Russian companies were included: from the Sukhoi Design Bureau and Uraltransmash to the National Payment Card System—the operator of the Mir payment system. All of them are associated with the development of science, technology, the defense industry, the financial sector, robotics, logistics and transportation, and other industries in Russia.
