Billion-Dollar Contracts to Expand Aircraft Production Remain Without Executors

The Kazan Aviation Plant named after S. P. Gorbunov (KAZ) has encountered difficulties in finding contractors for the construction of new production facilities for the production of Tu-214 passenger aircraft. Despite allocated funding and repeated tenders, applications from contractors are either not received or the procedures are declared invalid.

The Kazan enterprise, responsible for the serial production of Tu-214, continues to look for contractors to modernize the infrastructure. In July 2025, a contract for 1.6 billion rubles was placed on the public procurement portal: it was required to build a radio-technical measurement building — prepare the site, drive piles, assemble a metal frame, lay communications and perform finishing. It was not possible to find an executor.

In the fall of 2024, a similar tender was already held: only one application was received, but the procedure was declared invalid. Later, one of the participants was recorded as having evaded signing the contract — the company did not provide security for the execution of the contract within the specified time frame. The name of the organization was not disclosed.

In February 2026, the customer repeated the attempt: a new tender for 1.65 billion rubles with a deadline for submitting applications until March 17, 2026. At the time of preparation of the material, information on the proposals received was not available.

At the same time, the plant announced another purchase — for the reconstruction of the final assembly shop of the Tu-214SUS for 360.36 million rubles. The main part of the funds was to be used for power supply and modernization of the pumping station. And no applications were received for this tender.

KAZ does not comment on the situation publicly, but within the enterprise they are working on alternative options: they are considering the possibility of breaking large orders into smaller ones, simplifying the technical task or attracting subcontractors through partnership agreements. At the same time, a dialogue is underway with regional authorities — so that they can help find contractors through their resources. So far, none of the scenarios has yielded results.

Difficulties in finding contractors may slow down plans to increase the production of Tu-214. Previously, the leadership of Tatarstan and UAC announced the goal — to bring production up to 20 aircraft per year by the end of 2026. However, without the timely commissioning of new capacities, these benchmarks remain in question.
