Rosatom and the Agency of the Republic of Kazakhstan for Atomic Energy signed an EPC contract (an agreement under which the contracting company undertakes obligations for design, procurement of materials, construction, and commissioning of the facility) for the construction of the Balkhash NPP on the sidelines of the Eastern Economic Forum (EEF). The project involves the construction of 2 power units with a total capacity of 2400 MW, the state corporation's press service reported.
The contract solidifies the responsibility of the Russian and Kazakh sides in the future NPP project.
Rosatom will be responsible for the entire cycle of construction work, the press service clarified.
Alexey Likhachev, CEO of the state corporation, stated that specialists will begin design work in the near future. In addition, Rosatom will create an international consortium of equipment suppliers. Russian nuclear specialists will be responsible for the safety of the NPP under construction at all stages of the project implementation, he emphasized.
The Balkhash NPP will be built near the village of Ulken, Zhambyl District, Almaty Region, Kazakhstan. Almasadam Satkaliyev, Chairman of the Agency of the Republic of Kazakhstan for Atomic Energy, announced that construction will begin in 2027.
Within ten years, we expect the completion and commissioning of the first power unit.
In October 2024, a referendum was held in Kazakhstan on the construction of the first nuclear power plant in the republic. The project was supported by the majority of citizens (71% with a turnout of 63.61%). In the summer of 2025, Rosatom and the Agency of the Republic of Kazakhstan for Atomic Energy approved a roadmap.
