The High Precision Systems holding (part of Rostec) is accelerating its expansion into Sakhalin in two directions at once: critical infrastructure protection and civil equipment supplies. As reported by the company, cooperation agreements with six of the region's largest organizations were signed on the sidelines of the international forum "Wings of Sakhalin".

Under the terms of the documents, the holding's specialists will visit the enterprises to analyze the sites and prepare trilateral contracts for air situation control systems.

Sergey Nadsadin, Mayor of Yuzhno-Sakhalinsk, agreed with the holding to work on the supply of road-building and municipal equipment from the Kovrov Electromechanical Plant (KEMZ). The city will formulate its needs taking into account the range of attachments and the Sakhalin climate. Pilot operation of the ANT 1000E electric mini-loader, which has already passed tests in the streets of Moscow, St. Petersburg, and Kovrov, is planned for the autumn-winter period of 2026–2027.

The ANT 1000E is a proactive development by KEMZ, SKB PA, and VNII "Signal" designers, featuring an electric drive and a lithium-ion battery. The machine is intended to replace diesel counterparts in urban utilities.
