The first cryptocurrency operations in Russia under the new regulation could begin as early as November 2026. This timeframe was announced at the Financial Congress of the Bank of Russia by First Deputy Chairman of the Central Bank Vladimir Chistyukhin.

The regulator is already preparing standards for the new market. By October, the necessary documents are planned to be sent to the Ministry of Justice, and by early November, to be adopted and published. After that, participants will be able to launch the first operations, if they manage to prepare the infrastructure themselves.

This is not about an immediate opening of the market for everyone. First, the law "On Digital Currency and Digital Rights" must be adopted, and then sub-legislative acts of the Bank of Russia will appear. They will determine how crypto exchanges, digital depositories, and other professional participants will operate.

The Moscow Exchange has already stated that it is ready to offer cryptocurrency operations by the end of the year – immediately after the law and regulatory documents appear. However, the full integration of the new instrument into services and client scenarios, according to the platform's estimates, will take more time.

The transition period for market participants is expected to last until July 1, 2027. After that, the rules will become stricter: from mid-2027, criminal liability may be introduced for violators.
