LMS-901 "Baikal" Manufacturer Changes Leadership: Will the An-2 Replacement Now Fly?

Oleg Dotsenko Becomes New UZGA General Director

Oleg Dotsenko became the new General Director of the Ural Civil Aviation Plant (UZGA) on May 15, according to data from the Unified State Register of Legal Entities. He replaced Igor Ozar, who had been in the position since September 2025.

In March, Dotsenko met with Sverdlovsk Oblast Governor Denis Pasler and discussed the "Baikal" import substitution program.

It should be noted that the plant itself has not yet officially announced the leadership changes.

UZGA is the developer of the promising LMS-901 "Baikal" light aircraft, which is intended to replace the Soviet An-2 on regional routes.

Russian Prime Minister Mikhail Mishustin stated that the "Baikal" should be ready for serial production no later than the end of 2026. Oleg Smirnov, Chairman of the Civil Aviation Commission of the Public Council of Rostransnadzor, called for an investigation into where the billions allocated for the development of the LMS-901 went.
