Yury Kozarenko, former CEO of "Transport of the Future" company – a developer and manufacturer of unmanned aircraft systems (UAS) – has been arrested in Belgorod. He has been charged with large-scale fraud (Part 4, Article 159 of the Criminal Code of the Russian Federation), Kommersant reports. The Sverdlovsky District Court of Belgorod remanded him in custody until June 28, 2026.
Kozarenko led "Transport of the Future" from May 2022 to March 2026. The company was an operator of the experimental legal regime (EPR) in the field of UAS in the Samara region and a founder of the "Samara" scientific and production center for unmanned aircraft systems. This center was created as part of the national project "Unmanned Aircraft Systems"; in January 2025, President Vladimir Putin visited it. It was Kozarenko who reported to the head of state on the work of the center, which was supposed to become the basis of the regional unmanned aviation cluster.
In March 2025, while still CEO, Kozarenko became an assistant to Samara Governor Vyacheslav Fedorishchev, who set the goal of transforming the region into a key developer and manufacturer of unmanned systems in Russia by 2029.
In June 2025, "Transport of the Future" and JSC "GLONASS" agreed on the joint development of a unified identification system for civilian UAVs based on the state information system "ERA-GLONASS". Kozarenko was relieved of his duties as public advisor to the governor on October 31, 2025.
"Transport of the Future" implemented large production projects. In December 2023, the first phase of a UAV production plant opened in Tolyatti. The company's total investment reached 7 billion rubles. In February 2026, it became known that a subsidiary of "Transport of the Future" – INESIS – will invest 900 million rubles of its own funds in the creation of serial production of batteries for unmanned transport and data centers by 2029.
