Drone developer Tovkach: sometimes the military cannot implement innovations due to departmental barriers

The introduction of new unmanned systems in Russia is often hampered by departmental regulations and state contract restrictions. Sergey Tovkach, PhD in Technical Sciences and an expert in unmanned systems, spoke about the current situation in the industry.

According to him, some of the already created solutions cannot quickly reach the troops due to rigidly fixed technical parameters and a complex procedure for changing them.

A separate problem is state contracts, where equipment parameters are fixed in advance and do not change even when new threats or interferences appear.

For example, there is a state contract for the supply of drones, and it specifies a frequency of 500 MHz. And suddenly, an electronic warfare system appears that covers the 500 MHz frequency. Drones will still be supplied to the front for another six months on this frequency, which does not work. Because the state contract specifies 500. That's it. You cannot deviate from the state contract.

Tovkach proposed adapting legislation, including the norms of 44-FZ, so that the Russian Ministry of Defence could more quickly purchase and implement developments of the "people's military-industrial complex" without lengthy approval procedures.

Earlier it became known that in the future, "Geran-2" kamikaze drones will likely be produced less, and preference will be given to jet-powered models.
