Construction has been completed in St. Petersburg on a new automobile plant for the Jeland brand, created by the AGR holding together with the Chinese company Defetoo. Production was deployed on the basis of the former facility in Shushary, with the site fully re-equipped and the technological architecture built from scratch. According to the holding, less than eight months passed from the start of installation work to the plant's readiness — a record timeframe for the Russian automotive industry.
The site was acquired in 2024 in the condition of empty buildings without engineering infrastructure. In June 2025, the first container with metal structures for heavy lines arrived at the site; in total, about 600 containers with equipment and technological systems were delivered. By the beginning of 2026, installation had been completed, and the enterprise moved to final commissioning before the launch of full-cycle production.
The plant is designed to produce up to 100,000 vehicles per year and is equipped with highly automated lines, including welding, painting, and assembly. A dedicated test track has been created on the premises, landscaping has been carried out, and access roads have been upgraded. The production architecture has been designed in accordance with modern industrial standards.
The AGR holding stated that the project was implemented as part of a long-term strategy to form a new automotive ecosystem in Russia, based on international technological cooperation and the localization of key competencies. The partnership with Defetoo is viewed as an element of the transition from restoring former supply chains to creating a new technological platform focused on producing vehicles of the Russian Jeland brand.
The launch of mass production is scheduled for the first half of 2026. Earlier, the holding received OTTS for three Jeland models — the C5, C6, and C7 crossovers, developed with Russian road and climate conditions in mind.
