KPGA plan revised again: aircraft production reduced by 50 units

The updated program envisages a 5% reduction in production, but is extended by five years

At the NAIS 2026 exhibition in Moscow, the Federal Air Transport Agency (Rosaviatsiya) unveiled the updated version of the Comprehensive Program for the Development of the Air Transport Industry of Russia (KPGA). Compared to the current version of the document, approved earlier, the plans for the production and supply of new domestically produced aircraft have undergone significant changes: the total volume has decreased by 5%, or 50 units (from 994 to 944 machines), while the planning horizon has been extended by an additional five years.

MS-21 and SJ-100 aircraft

The adjustments affected forecasts for individual aircraft models. In particular, the production volumes of the Russian-Belarusian light multi-purpose aircraft LMS-192 "Osvey", intended for local airlines, decreased by 5.5 times — from 158 to 28 units. Similarly, plans for the TVRS-44 "Ladoga" turboprop regional aircraft were halved (from 105 to 50 units). For the MS-21 medium-range airliner, expectations have decreased by six machines, and for the light multi-purpose aircraft "Baikal" — by one unit.

At the same time, the addition of an additional five-year period to the program made it possible to increase plans for some other types of aircraft. Thus, the production of the Il-114-300 regional turboprop increased by 82% (from 51 to 93 units), the Il-96-300 wide-body aircraft — by 64% (from 14 to 23), the Tu-214 medium-range aircraft — by 44% (from 115 to 166), and the import-substituted version of Superjet — SSJ-NEW — by 28% (from 142 to 182 units).

As a reminder, at the end of November 2025, at the Dubai Airshow international exhibition, First Deputy Prime Minister Denis Manturov told reporters that the government intends to publish the updated KPGA only after the certification of import-substituted modifications of key Russian civil aircraft, including the MS-21, SJ-100 and Il-114, is completed.
