Mass automatic calls service providers are forced to moderate manually

In Russia, mandatory call labeling for individual entrepreneurs and companies was introduced on September 1 in order to combat telephone fraud and increase customer confidence in calls from businesses. Now, any business call made from a number registered to an individual entrepreneur or legal entity must be accompanied by a special label.

The problems that have arisen for mobile providers are due to the fact that the process of automatically exchanging data about which calls can be skipped and which cannot has not yet been debugged. As a result, corporate clients of telecom operators will be forced to pay for call labeling even if the subscriber they were trying to reach is not online or their phone is turned off.

These problems related to the implementation of new regulatory requirements were discussed in mid-September at a meeting of Beeline experts with corporate clients.

Operators' billing systems cannot correctly determine calls that have "reached" the subscriber in order not to bill their partners for labeling calls that did not reach the subscriber for technical reasons, for example, due to a turned-off phone.

As a result, a massive violation of the principle of "non-tariffed 3 seconds," which has been in effect in telecom for decades.
