Deputies from the "New People" faction have appealed to the Head of the Ministry of Digital Development, Maksut Shadaev, with an initiative to introduce automatic recalculation of internet fees in the event of massive failures in the operation of operators' networks.
Currently, in order to receive a recalculation for poor-quality internet, subscribers are required to independently record failures and submit applications to operators. This approach, according to the authors of the appeal, was developed for isolated technical problems and does not take into account large-scale problems affecting many users.
The deputies point out that the existing mechanism is ineffective and unfair. Consumers are forced to pay for services that were not provided in the proper amount, which creates an imbalance in the relationship between subscribers and telecom operators. The document emphasizes that automating the recalculation will restore justice, ensuring the principle of payment only for services actually rendered.
The authors of the appeal urge the minister to consider the possibility of introducing automatic recalculation and instruct the relevant departments of the ministry to develop proposals for amending the rules for the provision of communication services. This innovation, in their opinion, will not only improve the protection of users' rights, but also strengthen confidence in digital services in the country.
