The Yekaterinburg Design Bureau (OKB) "Novator" (part of the Almaz-Antey Air Defense Concern) will pay more than 648 million rubles to the Russian Ministry of Defense. The Ninth Arbitration Court of Appeal upheld the decision of the Moscow Arbitration Court to recover the funds.
In 2014, "Novator" received an order from the department to carry out a set of works, but the military was not satisfied with the timing of its implementation. The Ministry of Defense requested a penalty of 845 million rubles. OKB explained that part of the work had to be redone due to an addition to the technical task received in 2021.
The arbitration court upheld the requirements of the Ministry of Defense, but reduced the amount of the penalty to 648.2 million rubles. At the same time, in May 2025, the department filed another lawsuit against "Novator" for 8 million rubles, but its details are not yet known.
OKB "Novator" produces missile and artillery weapons - cruise and anti-aircraft missiles, missile systems, self-propelled launchers, meteorological and anti-submarine missiles.
The Almaz-Antey Aerospace Defense Concern is the largest enterprise in the defense industry, producing air defense equipment, including the S-500 Prometheus anti-aircraft missile systems.
