Traffic Police Allow Non-studded Winter Tires: What Drivers Need to Know

Understanding the new clarifications from the State Traffic Inspectorate regarding winter tires and their use

The Traffic Police has officially confirmed that drivers can use non-studded winter and all-season tires in the winter months (December, January, February). This clarification followed a request from State Duma Deputy Yaroslav Nilov, who proposed allowing summer tires in winter due to abnormally warm weather in several regions.

The response from the head of the Traffic Police, Mikhail Chernikov, clarifies that the law does not prohibit the use of cars with non-studded winter or all-season tires, but requires compliance with seasonality. At the same time, studded tires remain mandatory only in regions with harsh winter conditions, where this is directly prescribed by local regulations.

Modern non-studded winter tires (friction tires) use soft rubber compounds and a special tread pattern that provides grip on snow and ice.

All-season tires are a compromise, but their effectiveness in severe frosts and icy conditions is much lower. Experts recommend choosing tires that correspond to the climatic conditions of the region. For example, in Moscow, with its frequently changing winter weather, friction tires may be more convenient, while in northern regions, studded tires remain preferable.

  • Non-studded winter tires are allowed at the federal level, but regions may introduce additional restrictions.
  • Summer tires in winter remain prohibited – their use in December, January, and February may result in a fine (500 rubles, Article 12.5 of the Administrative Code).
  • The choice of tires should take into account weather conditions – even if the law allows friction tires, the driver is obliged to ensure safety.

The Traffic Police clarifications give drivers more flexibility but require a responsible approach.
