The State Duma of Russia plans to adopt a bill that expands the powers of the traffic police in matters of revoking driver's licenses. The revised document includes new grounds for revoking already issued driver's licenses.
One of the key innovations is the possibility of revoking rights in case of detection of contraindications to driving. Currently, the health of drivers is checked every ten years during a medical examination and obtaining a medical certificate. However, during this period, a motorist may encounter diseases incompatible with driving.
If such contraindications are identified, for example, deterioration of vision during a medical examination, the driver will be assigned a second appointment with a doctor for a final diagnosis. If the disease is confirmed, the data will be entered into the database of the Ministry of Health, the information is automatically transmitted to the traffic police, and the rights are canceled.
Failure to appear for an unscheduled check-up appointed by a doctor will also lead to the revocation of rights. If a driver gets behind the wheel, he faces a fine of 5–15 thousand rubles with the car being sent to the impound lot.
Medical certificates will become electronic. This will save drivers from having to present them to the traffic police.
If the bill is adopted, the changes will take effect on March 1, 2026.
