Updated rules for technical inspection of vehicles come into force on April 28. The key change is the complete transition to electronic diagnostic records integrated with the unified traffic police database.
Now all stages of the inspection are accompanied by photo fixation: service employees are required to upload images of the license plate, VIN code, make, model and color of the car with reference to geolocation. This complicates the forgery of documents and the conduct of "formal" inspections.
Despite technological innovations, in some cases the procedure remains superficial due to the lack of mandatory video recording and insufficient equipment of stations. However, even the current level of control already allows detecting violations. For example, owners of cars with faulty brake systems, damaged headlights or a cracked windshield may be refused a card. Also prohibited is transport with illegal design changes.
Currently, trucks and buses undergo mandatory technical inspection. For passenger cars, the availability of a diagnostic card is mandatory only for registration actions.
The electronic format of the diagnostic card eliminates the risk of its loss or forgery. The data is automatically synchronized with the traffic police system, which simplifies verification when registering a car or applying for OSAGO.
