The Bank of Russia is considering introducing separate requirements for investment bloggers and their content. The initiative was included in the draft main directions for the development of the financial market for 2027–2029.

The Central Bank notes that novice investors are increasingly making decisions based on publications and advice from social media. However, the authors of such channels may not have sufficient qualifications, and promotional materials are sometimes presented as ordinary recommendations.
Previously, the regulator had already proposed creating a registry of financial influencers. Education, work experience, and absence of violations could be taken into account for inclusion in it. A separate code of ethics, which would define rules for public recommendations, was also discussed.
Market participants acknowledge the problem of "pseudo-experts" but warn that new requirements should not turn into an excessive bureaucratic burden for small projects. At the same time, mandatory advertising labeling is already in effect – the question now is whether additional rules will be needed specifically for financial content.
