The Bank of Russia has included the spread of cryptocurrencies and stablecoins among the risks to the Russian financial market. This is stated in the draft main directions of its development for 2027–2029.

The regulator's main concern is that such assets can be used not only for investments but also as a substitute for national currencies in settlements. The decentralized and cross-border nature of cryptocurrencies, according to the Central Bank, increases the risk of losing money and their use in illegal operations.

An additional problem is created by the lack of uniform rules for cryptocurrencies in different countries. Because of this, national restrictions may not be enough, and some operations may go into the shadow sector.

At the same time, new rules for the circulation of digital currencies and digital rights have been in effect in Russia since September. They provide for the possibility of legal investments in available crypto assets with a number of restrictions and at the same time should strengthen control over their use in criminal schemes.
