The Bank of Russia has proposed allowing public trading of Bitcoin (BTC), Ethereum (ETH), and Tether (USDT) on Russian exchanges. This is currently just a draft, but if adopted, the largest cryptocurrencies will officially enter the familiar exchange infrastructure.
For unqualified investors, the choice will be limited. The Central Bank selected Bitcoin, Ethereum, and USDT based on capitalization, trading volume, and price history for at least five years. Before making a transaction, investors will have to pass a test and confirm that they understand the risks.
Purchases for ordinary investors are planned to be limited to 300,000 rubles per year through each intermediary – broker, crypto exchanger, or manager. Qualified participants are planned to be allowed to buy any cryptocurrencies admitted to trading without such restrictions.
The new rules could come into effect on September 1, along with large-scale regulation of the crypto market. The Central Bank accepts comments on the draft until August 24.
