An unusual staffing situation has developed at the Irkutsk Aviation Plant. The proportion of managers and specialists is higher than at a number of other enterprises in the industry, but at the same time, the plant is already preparing for a shortage of production workers, as reported by IAZ General Director Andrey Soynov.

According to him, the existing personnel ratio cannot indeed be considered optimal. However, the high workload of the administrative and engineering block is largely due not to the volume of production, but to excessive bureaucracy.
Compared to other enterprises in the aviation industry, the proportion of managers and specialists who support production is higher here. I see: they are 100% loaded, sometimes even more. But to a large extent, this high labor intensity is created by bureaucracy.
The General Director noted that management decisions at the plant can take too long to reach the lower level. In his opinion, this system needs to be changed simultaneously with increasing production.
Nevertheless, the Irkutsk Aviation Plant is making adjustments to production to accelerate the pace of MC-21 output. One such example was the change in the technological passport for the installation of luminaires, in which the number of signatures was reduced by 40 times.
