The Ministry of Digital Development is discussing granting the "Alisa AI" neural network expanded rights on Russians' mobile devices, including access to banking applications and other sensitive data. This is reported by "Kommersant" with reference to sources familiar with the progress of the initiative's discussion.

According to the publication, in addition to access to applications, "Alisa AI" is planned to be added to the list of mandatory pre-installed software on smartphones, tablets, and smart speakers. If both initiatives are adopted, "Alisa" will gain access rights to user data significantly exceeding the capabilities of any other pre-installed application.
It is noted that the draft resolution on expanding the rights of AI assistants on Russians' devices was published by the Ministry of Digital Development for public discussion in early August 2026, but then disappeared from the portal of draft regulatory legal acts. Currently, according to "Kommersant", the document is being revised.
Experts and market participants express concern about the potential monopolization of the market by "Yandex" and risks to user privacy, as banking applications contain confidential data, including account information, passport data, and the ability to conduct financial transactions. A final decision on these initiatives has not yet been made.
