250 billion rubles for the development of the Russian aviation industry is approximately 1.8 billion rubles per aircraft, based on more than 140 machines. This estimate was provided by aviation blogger and author of the SkyExpert channel, who analyzed the financing structure of the program and the cost of individual types of equipment.

According to the expert's calculations, about half of the program accounts for Mi-8 helicopters. The production of 72 machines is estimated at approximately 50 billion rubles, which corresponds to an average cost of about 700 million rubles per helicopter.

The remaining amount — about 200 billion rubles — is associated with the production of more than 70 aircraft. This group includes MS-21 for airlines, Superjet, and Il-114-300. On average, the cost of one aircraft in this part of the program is about 2.9 billion rubles.

SkyExpert noted that the main share of expenses falls on the MS-21, as it is a larger and technologically more complex passenger aircraft. Superjet and Il-114-300 belong to a different category but also require significant costs for production and components.

The reason for the analysis was the comprehensive program for the development of the aviation industry, within which more than 250 billion rubles in funding are provided in 2026. The funds are intended to increase advance payments for the supply of more than 70 aircraft, prepare production facilities, and produce over 70 Mi-8MTV-1 helicopters for regional carriers.

At the same time, as SkyExpert emphasized, these funds cannot be considered only as direct budget expenditures. A significant part of the financing is provided in the form of loans that must be repaid after the contracts are executed.
