Rosaviatsiya has sharply changed flight rules in the Moscow area – civil aircraft are now restricted to an altitude of 4900 meters, and transit flights through the airspace of the Moscow Terminal Control Area are prohibited. The new measures are introduced to enhance flight safety and reduce the load on the airspace around the capital.

The restrictions apply to the area where Moscow's largest airports – Sheremetyevo, Vnukovo, and Domodedovo – are located. According to the published operational aeronautical notification, the maximum permitted altitude for civil aviation is set at Flight Level 160, which corresponds to approximately 4900 meters.

Previously, aircraft approaching the Moscow control zone typically occupied higher flight levels – from 5500 to 8500 meters depending on the direction of movement. Now, aircraft will have to remain at lower altitudes longer before landing or climb to cruising altitude only after exiting the restricted zone.

In addition, transit flights by Russian and foreign airlines through the Moscow Terminal Control Area are prohibited. This is expected to reduce air traffic density in one of the country's busiest areas.

Rosaviatsiya confirmed the introduction of restrictions and stated that they are related to ensuring flight safety. Initially, the measures are set for a limited period, but aviation market participants anticipate their further extension.

The new rules have already begun to affect carriers' operations. Due to the reduced altitude, aircraft consume more fuel, and the duration of some flights may increase. According to industry representatives, additional costs remain moderate for now, but if the restrictions persist for a long time, airline expenses will grow.
