Kazan Aircraft Plant (KAZ) is trying to increase the production of Tu-214s, but instead of production growth, it is running into its own internal procedures. "Business Online" sources at the enterprise said that the main hindrance is not machines or personnel, but hypertrophied bureaucracy, which kills initiative and turns any defect into an epic.

They complained that the process is sometimes literally stalled by the absence of a single letter in a document or a scratch on a pipe.

Defects should be passed by an analysis act that does not require investigation. Now, at the slightest thing, a commission, acts, notifications, statements, protocols are created. Every plant has enterprise standards, and KAZ has more of them than anyone else. It's as if we are imposing sanctions on ourselves.

The second problem is the mentoring system. People come and go, and no one trains them. The general message at all levels is: if you don't like it, leave, we'll find others. And so it goes in circles, sources noted.

Despite this, people believe in the future of the plant. Shamil Ageev, Chairman of the Board of the Chamber of Commerce and Industry of RT, is cautiously optimistic.

I am left with a hopeful impression. I don't believe in all sorts of statements, but I believe that if the young, bright guys who are now at the plant are not hindered, they will do everything.

By the end of 2026, KAZ planned to build at least four new Tu-214s. However, at present, the plant has delivered only one airliner and another one is under assembly.

There is an opinion in the industry that the Tu-214 has remained in the same state as it was 30 years ago, unlike its competitors Boeing 737 and Airbus A320.
