Digital profiles of migrants created in Russia: what will be in the new Ministry of Internal Affairs database

The service should be launched no later than June 30, 2026, and collect data on foreigners into a single service

A new database for migrant registration has appeared in Russia — the "Digital Profile of a Foreign Citizen". This is a single digital record about a person: who they are, on what grounds they are in Russia, what data about them is already available to various agencies. The Ministry of Internal Affairs acts as the creator and operator of the service.

The basis for the new system appeared on July 9, 2025. At that time, Vladimir Putin signed a decree on the creation of the state resource "Digital Profile of a Foreign Citizen". It should collect information about foreigners and stateless persons who enter Russia, are already in the country, or live here.

The Ministry of Internal Affairs of Russia has been designated as the customer and operator of the system. The new service will become part of the state migration registration system and will operate on the infrastructure of the Ministry of Internal Affairs. According to Alexei Egorov, a representative of the department, the resource should combine legally significant data about a foreigner from various state databases.

The information is intended to be collected in a single digital record, which will be promptly updated. According to the decree of the President of Russia, the service should be launched no later than June 30, 2026.

The digital profile will include data on migration registration, insurance policies, debts, driver's licenses and vehicles, as well as all mobile numbers registered to the person. According to current legislation, there can be no more than 10. In the future, the list of information may be expanded.
