Vyacheslav Volodin, Chairman of the State Duma, announced the preparation of new solutions to protect citizens from telephone and cyber fraudsters. According to the chamber's apparatus, since 2025, 11 federal laws have already been adopted, which have yielded tangible results: according to mobile operators, in the first quarter of 2026, the number of fraudulent calls decreased by 33–74% compared to the same period last year.
The effectiveness of the measures taken is confirmed not only by statistics but also by specific operations. Recently, in St. Petersburg, the police uncovered a large fraudulent communication center that made over three thousand calls a day. The organizer, an individual entrepreneur acting under the guidance of foreign handlers, acquired more than 26,000 SIM cards and created accounts on social networks and messengers, which were then used by accomplices for criminal purposes. He now faces criminal liability under the law that came into force in 2025.
The combination of "traffic reduction + criminal prosecution of infrastructure creators" proved effective. However, fraudsters are using new technologies, and the State Duma will continue to improve mechanisms. In fact, this means that the regulator is moving from blocking individual communication channels to systematically dismantling criminal infrastructure, where each new law closes another loophole.
