Authorities have banned the import of foreign satellite terminals, including dual-use ones, into Russia. The corresponding resolution of the Russian government was published on the portal of official legal acts.
In order to protect national security ... to establish that the import into the Russian Federation of radio-electronic means intended for transmitting or receiving radio waves from space communication objects of foreign states is prohibited.
Control over compliance with the requirements was assigned to the FSB and the FTS of Russia. The document comes into force on the day of its publication and will be valid for six months.
Experts believe that the ban primarily concerns terminals of the global satellite system Starlink. The annex to the government decree states that the innovation also applies to devices with commodity nomenclature code 8517 69 900 0. Consequently, it may affect Apple, Samsung, and other manufacturers' smartphones that use satellite communications.
Earlier, Roscosmos corporation developed criteria for private space companies that can gain access to government contracts for Earth imaging. The main requirements are technological independence from foreign component suppliers, as well as information protection. The new rules will be introduced from June 2026.
