Deputy Dmitry Gusev sent Prime Minister Mikhail Mishustin a proposal to create in Russia a list of "white VPNs" — services for bypassing blocks that are permitted for use. In his opinion, restrictions on mobile traffic are needed for security, but they create inconvenience for citizens and businesses. A complete ban on services for bypassing blocks, the parliamentarian believes, harms corporate security and developers of information protection tools.

Gusev also proposes not restricting mobile internet for users with verified accounts on "Gosuslugi", automatically including them on the "white list". In addition, he advocated creating a list of trusted domestic hosting providers with a guarantee of uninterrupted operation of resources.

According to the deputy, accredited IT companies need legal access to foreign libraries and repositories — this will speed up the creation of domestic software and strengthen technological sovereignty. He proposes shifting the focus of efforts from mass blocking to "smart" traffic throttling in order to selectively restrict destructive content without affecting legal services. Gusev also proposes introducing a moratorium on the implementation of services critically dependent on mobile internet, such as remote identification, until fully sovereign channels for their processing are created.
