It became known why Russian regions will spend 300 million rubles on VPN

Roskomnadzor has formed a list of permitted circumvention tools for business and the public sector

The authorities of the Russian regions have placed tenders for the provision of VPN services for state needs for a total amount of about 300 million rubles. According to the SHOT Telegram channel, the Tyumen region became the absolute leader in terms of expenses — in 2026, they plan to spend 198 million rubles there. The Murmansk region allocated 19.5 million rubles, and the Saratov region — 13.9 million. All applications contain a technical requirement for the bandwidth of the virtual channel: more than 100 Mbit/s.

Network security specialist Sergey Vakulin explained to NSN that government agencies need a VPN not to access blocked resources, but to create a secure connection when transferring confidential data between the client and the server. This is the functionality that is included in the contracts — ensuring the security of communication channels for regional public alert systems and interdepartmental exchange.

Roskomnadzor already maintains a "white list" of legal VPN services for the corporate sector, numbering about 75 thousand IP addresses. It includes only those providers that restrict access to prohibited resources and interact with the regulator. Current government procurement will obviously be closed through services from this list, which excludes conflict with the general line on restricting public VPNs for the population.
