The site will directly support flight tests and the Il-96 production program, for which the plant is increasing its workload.

Public discussions on the status of the site were held without participants or comments, and the procedure was recognized as completed. The cadastral value of the territory is 1.7 billion rubles.

The explanatory note states that the specified site is affected by the design solutions for the extension of the existing runway.

The head of the Ministry of Industry of the Voronezh Region, Sergei Khlyzov, previously explained the underutilization of VASO's capacities by the lack of orders for Il-96 series aircraft. In his opinion, airlines are waiting for the opportunity to buy Boeing again. In the meantime, the main recipient of wide-body aircraft remains the special flight detachment "Russia".
