From September 1, 2026, management companies, homeowners associations and housing cooperatives are required to provide the possibility of official interaction with residents through the national Max messenger. This was announced by Alexander Yakubovsky, a member of the State Duma Committee on Construction and Housing and Communal Services, to RIA Novosti.
According to him, this is an additional communication channel: personal reception, written appeals, telephone and other ways of interaction are preserved. The new format will allow sending appeals in digital form and receiving documented answers to them, increasing the transparency of management companies and discipline in considering citizens' appeals.
In December 2025, the State Duma adopted a federal law providing for the use of a multifunctional information exchange service in the field of housing and communal services, which was signed by President Vladimir Putin. In January, the government approved additional criteria for intermediary digital platforms.
As of December 24, 2025, the number of users of house chats in Max reached 4.88 million people.
