In Russia, in 2026, a register of companies will be created that will be entitled to maintain and repair elevators in apartment buildings. The corresponding bill, providing for amendments to the Housing Code of the Russian Federation, was supported by members of the Federation Council.
The document states that management companies will be able to conclude an elevator maintenance agreement only with legal entities from the register. A similar obligation applies to developers, homeowners associations (HOAs) and housing cooperatives.
The explanatory note to the bill emphasizes that the involvement of specialized specialists in the repair guarantees the safety of residents of apartment buildings.
According to data for 2025, there are about 600 thousand elevators operating in Russia, of which more than 50 thousand have been in operation for at least 25 years. According to various estimates, about 100 thousand elevators need to be replaced with new ones by 2030, but production rates are far behind the needs.
