During the NAIS 2026 forum, the founder and shareholder of S7 airline, Vladislav Filev, explained to journalists the participation of JSC "State Transport Leasing Company" (GTLK) in the upcoming deal to acquire 100 Tu-214 aircraft. According to him, the main function of GTLK is to attract funds from the state budget for the implementation of the project.
GTLK is there for this [to attract state funding], yes.
Filev emphasized that the development of domestic aviation requires a balance between affordable fares for passengers and high costs of aircraft production. If the state seeks to simultaneously support air transportation and the aircraft industry, it should act as an intermediary: purchase aviation industry products at inflated prices and transfer them to airlines on favorable terms. According to Filev, this is precisely the task that GTLK performs.
As a reminder, on February 5 of this year, S7, PJSC "United Aircraft Corporation" (UAC, part of the Rostec state corporation) and GTLK signed a memorandum of cooperation. The document provides for the determination of the key parameters of the transaction by the end of 2026, including delivery schedules (preliminarily, starting from 2029), volumes and other conditions. Within the project, GTLK acts as a financial partner and customer.
