The State Duma has adopted in the first reading a bill that obliges telecom operators to disconnect services at the request of the FSB in the event of a security threat.
The document stipulates that operators will not be liable for communication disruptions if they occurred at the request of the FSB. The bill introduces corresponding amendments to the law "On Communications", enshrining the right of the federal security service to demand temporary suspension of networks to ensure operational security.
According to State Secretary and Deputy Minister of Digital Development of the Russian Federation Ivan Lebedev, the innovation is aimed at protecting citizens from possible threats, including drone attacks, as well as ensuring security in the country.
If the bill passes all instances and is signed by the President of Russia, it will enter into force ten days after its official publication.
