By the end of 2025, the dynamics of trips on federal toll roads in Russia slowed to a minimum value. Despite this, Avtodor claims that there has been no decrease in user interest. The situation is related to the stages of network development and changes in the traffic accounting system.
Avtodor recorded a total of 397 million trips on high-speed roads, which is 5% more than in 2024. This is the lowest growth rate in two years.
In 2023, the increase was 18%, and in 2024 — 33%. The main growth driver was the M-12 highway, which was expanded by 275 km in July 2025. More than 3.2 million vehicles traveled along this section, half of which were trucks.
On the M-4 highway, which usually occupies a leading position in terms of the number of trips, traffic dynamics in 2025 turned out to be zero for the first time.
On the M-4 Don and M-11 Neva, the number of trips remained on average at the level of last year — 179 and 19 million, respectively.
The M-11 highway even shows negative dynamics.
The Center for Traffic Management (TsODD) of Moscow reported that 136 million trips were recorded on the Moscow High-Speed Diameter (MSD), where a toll regime was introduced on February 15, 2025 — 13% more than in 2024. TsODD emphasizes that the MSD continues to be one of the most popular highways.
On the Western High-Speed Diameter in St. Petersburg, 79 million trips were made in 2025 — an increase of 2.7%. On regional toll roads, such as the bypasses of Khabarovsk and Tolyatti, the number of trips has increased significantly. For example, traffic on the Khabarovsk bypass increased by 35%, and on the Tolyatti bypass — by 20%.
