The launch of the first 16 low-orbit satellites of the company "Bureau 1440" (owned by ICS Holding) was planned for 2025, but has been postponed to 2026. According to sources in the space market, the reason for the delay was the lack of the required number of ready-made devices.
At a meeting of the public council under the Ministry of Digital Development in December 2025, the Deputy Head of the Ministry of Digital Development announced that "Bureau 1440" had indeed created 16 satellites, but did not specify why their launch had been postponed.
According to the passport of the federal project "Internet Access Infrastructure", the following stages are planned:
- 2025 — launch of 16 satellites
- 2026 — increase in the orbital constellation to 156 devices
- 2027 — 292 satellites
- 2028 — 318 satellites
The Ministry of Finance report indicates that all funds allocated to the project were utilized in 2025. "Bureau 1440" assured that the work is proceeding according to plan.
Despite this, in the spring of 2025, the company had already requested to adjust the targets, reducing the number of devices from 18 to 16.
